New Mexico has a complex gambling past. When the IGRA was signed by Congress in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to get on the Native casino bandwagon. Politics guaranteed that wouldn't be the case.

The New Mexico governor Bruce King announced a working group in Nineteen Ninety to negotiate a contract with New Mexico American Indian bands. When the working group arrived at an accord with two prominent local bands a year later, the Governor declined to sign the agreement. He would hold up a deal until Nineteen Ninety Four.

When a new governor took over in Nineteen Ninety Five, it seemed that Amerindian gambling in New Mexico was a certainty. But when Governor Gary Johnson passed the contract with the Indian bands, anti-gambling groups were able to tie the accord up in the courts. A New Mexico court found that the Governor had out stepped his bounds in signing the compact, therefore costing the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico legislature, to get the ball rolling on a full accord between the State of New Mexico and its American Indian bands. A decade had been squandered for gambling in New Mexico, which includes Indian casino Bingo.

The nonprofit Bingo business has increased since 1999. That year, New Mexico charity game providers brought in only $3,048. That climbed to $725,150 in 2000, and exceeded a million dollars in 2001. Nonprofit Bingo earnings have increased constantly since then. 2005 witnessed the biggest year, with $1,233,289 earned by the providers.

Bingo is categorically favored in New Mexico. All types of operators look for a slice of the pie. Hopefully, the politicos are done batting around gaming as an important matter like they did back in the 90's. That's probably hopeful thinking.
